Stop Edge Opening PDFs (and Fix Edge Not Opening PDFs)

To stop Microsoft Edge opening your PDFs, change the Windows default app first: Settings → Apps → Default apps, search .pdf, and pick Adobe Acrobat or your preferred reader. Then, if you also want PDF links on websites to download instead of opening in the browser, turn on Always download PDF files in Edge's settings. Here's the order that matters: while Edge is still the Windows default PDF app, even the Edge "download instead" switch can't help, because the downloaded file just opens in Edge again.

Jake prints and signs a lot of paperwork: supplier invoices, warranty claims, the occasional insurance form for a customer's cracked phone. His accountant sends everything as PDFs, and every single one opened in Microsoft Edge, where the signing tool he pays for wasn't available.

So every morning he'd open a PDF, see it in Edge, close it, right-click the file, choose Open with, find Acrobat, and start again. He timed it once out of curiosity: about forty seconds per document, fifteen documents on a busy day. Ten minutes a day, fifty minutes a week, doing the same four clicks.

He'd already found an Edge setting online and switched it, and nothing changed. That's the detail that brought him to Ethan.

"You fixed the second lock and left the first one closed," Ethan said. "Windows decides what opens a PDF on your computer. Edge only decides what happens to PDFs inside the browser. Flip them in the wrong order and it looks like neither works."

Two different problems wearing the same name

"Edge keeps opening my PDFs" can mean two separate things, and each has its own switch. Most guides fix only one, which is why so many people report that the fix didn't work.

The third row is the one that fooled Jake. When Edge downloads a PDF instead of showing it, it hands the file to whatever Windows says opens PDFs. If that's still Edge, the file comes straight back into Edge, and it looks as if the setting did nothing.

Step 1: change the Windows default PDF app

Do this first. It's the one that controls what opens when you double-click a PDF anywhere on your PC.

Windows 11

1. Open Settings with Win + I, or press Win + R and type ms-settings:defaultapps.
2. Go to Apps → Default apps.
3. In the box under Set a default for a file type or link type, type .pdf.
4. Select the app shown under .pdf (it will say Microsoft Edge).
5. Choose Adobe Acrobat, or whichever PDF reader you use, and select Set default.

There's a faster way that does the same thing. Right-click any PDF file, choose Open with → Choose another app, pick your reader, and select Always. Windows remembers it for every PDF.

Windows 10

Settings → Apps → Default apps → Choose default apps by file type, scroll to .pdf, select the current app, and pick your reader. The right-click Open with → "Always use this app to open .pdf files" route also works. Windows 10 is past its end of support, so if this PC can move to Windows 11, the default-app steps above are the ones you'll use from then on.

Step 2: make Edge download PDFs instead of opening them

Now the second lock. This controls what Edge does with a PDF link on a website.

1. Open Edge and type edge://settings/content/pdfDocuments in the address bar, then press Enter. You can also get there through Settings → the site permissions area → PDF documents.
2. Turn on Always download PDF files. In some Edge versions the same switch is labeled Always open PDF files externally; it does the same thing.
3. Click a PDF link to check: the file should download, then open in the reader you chose in Step 1.

Here's what each combination of the two switches actually does:

Edge's own behavior confirms why the order matters. For the matching admin policy, Microsoft states that when Edge is the default PDF reader, PDF files aren't downloaded and continue to open in Edge. Change the Windows default first, and this switch starts doing what its name says.

Why Edge takes PDFs back after an update

Some people change the default, and weeks later Edge is opening PDFs again. There are a few honest reasons.

• A reader update reset its registration. Reinstalling or repairing a PDF app can reset which file types it owns. Set it as the default again after big reader updates.
• The reader was uninstalled. If the default app disappears, Windows falls back to the next app that can open PDFs, which is usually Edge.
• A clean-up or "PC optimizer" tool changed it. Some of these reset file associations as part of their clean-up.
• A work policy set the default. On a managed PC, IT can set default apps for everyone at sign-in. Your change lasts until the next sign-in. That's covered in the admin section.

One thing that is not happening: a random app silently rewriting your choice. Since the February 2024 updates, Windows 11 and 10 include a User Choice Protection Driver that blocks other programs from directly editing the saved default for PDFs, web links and HTTP/HTTPS. You can always change it yourself in Settings; programs can't quietly override it behind your back.

The opposite problem: Edge not opening PDF files

About as many people search for the reverse: they want Edge to open PDFs, and it won't. Instead it downloads them, shows an error, or opens a blank tab. Work through these in order.

1. Turn off Always download PDF files. Go to edge://settings/content/pdfDocuments and turn it off. If it's on, Edge is doing exactly what it was told.
2. Check for a policy. Type edge://policy in the address bar. If AlwaysOpenPdfExternally is listed with the value true, an administrator or a tool has disabled Edge's PDF viewer. On a work PC, that's IT's decision.
3. Try an InPrivate window. Press Ctrl + Shift + N and open the PDF there. If it works, an extension is interfering. Turn extensions off one at a time at edge://extensions.
4. Update Edge. Go to edge://settings/help; it checks and installs updates.
5. Try a different PDF. If only one file fails, the file may be damaged or password-protected, not Edge.
6. Reset Edge's settings. As a last resort, reset settings to their defaults. It keeps your favorites, history and saved passwords. The Edge reset guide shows exactly what's kept and what's cleared.

If you want Edge as your Windows default PDF app too, do Step 1 in reverse: Default apps → .pdf → Microsoft Edge → Set default. That's a perfectly reasonable choice; Edge's viewer handles reading, highlighting and simple form filling.

Adobe Acrobat and the "open in Acrobat" option

If you pay for Acrobat, you probably want PDFs to land there with its signing and editing tools. The Windows default app change in Step 1 is what does that for files. For PDFs you're already viewing in Edge, you can save the file and open it in Acrobat, or right-click it in File Explorer and use Open with.

Acrobat itself will often offer to become the default PDF app after install or update. Accepting that prompt is the same as Step 1, done from inside Acrobat. If you've decided you like Edge's viewer for reading, say no, and set the default the way you want in Settings.

Ethan's view is practical: "Pick the reader you actually do work in. For Jake that's Acrobat, because he signs things. For most people who only read PDFs, Edge's viewer is fine, and one less app is one less update to worry about."

If your PDFs open fine but the File Explorer preview pane stays blank, that's a separate change. Since the Windows 11 25H2 era, File Explorer disables preview for files downloaded from the internet. The fix isn't the default app; it's how Windows treats downloaded files.

Every file your browser saves carries a small invisible marker saying it came from the internet. File Explorer now refuses to render a preview for those files, as a protection against booby-trapped documents. For a single PDF you trust, right-click it, choose Properties, and check Unblock at the bottom of the General tab; the preview returns for that file. Changing your default PDF app won't affect this at all, which is why people who fix one problem are often surprised the other remains. The PDF preview guide covers the safe way to handle it.

For IT admins: PDF defaults and Edge's viewer across a fleet

On managed PCs, users who "fix" their PDF default often see it reverted at the next sign-in. That's usually your own policy working. Here's the full picture.

Set the default PDF app for everyone

1. On a reference PC, set the PDF default (and any others) the way you want.
2. Export the associations in an administrator terminal: Dism /Online /Export-DefaultAppAssociations:C:\appassoc.xml
3. Edit the XML down to the associations you want to enforce, such as .pdf.
4. Deploy it with the Group Policy Set a default associations configuration file under Computer Configuration → Administrative Templates → Windows Components → File Explorer, pointing at the XML on a share. It's applied at user sign-in.
5. For new user profiles on an image, you can instead import it: Dism /Online /Import-DefaultAppAssociations:C:\appassoc.xml

Control Edge's built-in PDF viewer

• Policy: AlwaysOpenPdfExternally (Group Policy: Administrative Templates → Microsoft Edge → Always open PDF files externally, available under both Computer Configuration and User Configuration once the Edge ADMX templates are installed). Enabled makes Edge treat PDFs as downloads and open them with the default app. Supported since Edge 77, per profile, dynamic refresh.
• Registry: HKLM\SOFTWARE\Policies\Microsoft\Edge, AlwaysOpenPdfExternally = 1 (DWORD).
• Remember the catch: if Edge is still the default PDF reader, the policy doesn't download the files; they keep opening in Edge. Deploy the association file first.

Don't fight the User Choice Protection Driver

Scripts and tools that used to set defaults by writing to the UserChoice registry keys stopped working for PDFs and web links after the February 2024 cumulative updates (KB5034765 on Windows 11, KB5034763 on Windows 10), because the UCPD driver blocks those writes. Use the supported route, the DISM association file and Group Policy above, rather than a third-party tool that edits the protected keys.

Audit what a machine is actually using

A blank AssocFile means no association policy reaches that machine, which is the usual reason a department's PDFs keep landing in Edge.

When nothing works

If PDFs still open in Edge after both steps, check three last things. Make sure you changed the default for .pdf and not a different entry. Look at whether the PC is managed: Settings shows a "managed by your organization" note on managed devices, and then the policy wins every sign-in. And make sure your reader is fully installed rather than a web shortcut; only installed apps can be defaults.

If Edge still won't open PDFs after the checklist, reinstalling isn't usually needed. A settings reset, plus removing the extension that was interfering, fixes nearly every case.

Frequently asked questions

If you've been closing Edge and reopening the same PDF fifteen times a day, you haven't been doing anything wrong; you were fixing the second lock before the first, and almost everyone does.
